Construir a Europa através de um Espaço Europeu de Educação

Este artigo propõe-se analisar a relação entre a construção de um espaço europeu de educação e a construção da “Europa” como entidade. Defende que a construção da “Europa” como entidade é um objectivo dos esforços levados a cabo para a construção de uma política de educação europeia especialmente importante pelos seus efeitos nas políticas educativas dos Estados Membros. Foca-se particularmente nos contextos interno e externo dessa construção. Considera que o contexto externo compreende mudanças no contexto politico-económico, na “arquitectura” dos sistemas educativos, nos seus mandatos e capacidade, bem como nos modos como estas contribuições são avaliadas. O contexto interno tem a ver com o mecanismo de “soft governance” através da qual o espaço europeu de educação se foi moldando. O artigo sugere que é possível identificar três fases nesta construção, respectivamente, no estabelecimento da “qualidade”, da “soft governance” (o Método Aberto de Coordenação) e da agenda da Aprendizagem ao Longo da Vida, formatadas por mudanças nos contextos globais e nas respectivas interpretações a nível europeu.

Constructing Europe through Constructing a European Education Space

This paper considers the relationship between the construction of a European education space and the construction of ‘Europe’ as an entity. It argues that the construction of ‘Europe’ as an entity is at least as important an aim of the attempts to construct a European education policy as its effects on Member States’ education policies. It focuses particularly on both the external and internal contexts of this construction. The external context is seen as comprising changes in the political economic context, in the ‘architecture of education systems, in their mandates and capacities, and in the ways that their contributions are appraised. The internal context comprises the mechanisms of soft governance through which the European education space was brought into being. The paper suggests that it is possible to identify three stages of this construction, respectively, establishing ‘quality’, soft governance (the Open Method of Coordination), and the Lifelong Learning agenda, which are shaped by changes in global contexts and their interpretations at the European level.
