Abstract

My aim here is to fill a gap in the Brazilian legal literature. Although many have been studying behavioral economics in Brazil, the same can’t be said about the contributions of this discipline to the contexts of scarcity. Considering this, I describe here some of these contributions, suggesting throughout the text practical behavioral applications that must be observed by Brazilian regulators when formulating public policies that have the poor as their target. I conclude recommending the realization of behavioral experiments in Brazil, where scarcity is a real problem and where there are constant pressures for cost-effective regulatory interventions.
