Abstract

This paper analyzes the Spanish regulatory framework in the field of energy saving and efficiency. To this end it describes the most relevant European Union legislation in this area and the transposition of the same made by the Spanish State. Spain has avoided approving a State legislation that regulates energy efficiency in an integrated way; instead, it has prepared a fragmented transposition of Community legislation. Hence, this study examines the State regulatory framework in the sectors in which there is more prevalence of energy saving and efficiency (housing, illuminations, transports, electricity sector, among others).  In conclusion, we consider the key problems posed by internal regulation and the future challenges created after the publication by the European Union on 2016 of a new ‘energy package'.  Summary: 1.
