We will conclude that the State must undertake a reform meant to the pursuit the public interest with respect to equity of access, the quality of health care, the rights of citizens and integrate all operators (regardless of the legal nature) available on the market in a competitive logic governed. Which puts the State at the effective reins of the right to protection of health of citizens in a clear strengthening of its regulatory function (regulator) and funder of an efficient and effective health system. A complex health system that will need legislative support and political will to move from ideology to practice.
