The monitoring failures are one of the main problems related with Banking activity. Thus, the present work has as main object the analysis of the possibility of Bank of Portugal, holders of the boards, or, ultimately, the State of Portugal, being civilly liable when through actions or omissions, Bank of Portugal causes losses to third Parties
