The global water shortage that has been dealt with for decades in international documents, is also recognized by subnational environmental agendas, even though with low adherence. Concepts such as Integrated Water Resources Management (IWRM) and Ecosystem Services (ES) are advocated internationally by the scientific community to be applied by institutions at the local level. This article proposes an analysis of the adherence of these concepts to water governance in the Metropolitan Region of Curitiba (MRC). Firstly, the most relevant water management plans for the State of Paraná and the city of Curitiba were gathered, as well as demographic factors and their respective attributions regarding the maintenance of this resource and its scale of action. Through a documentary analysis, we relate the measures adopted by the different actors for an analysis of the insertion of the concepts of IWRM and ES in their respective actions. With this, it was sought to understand the possible implications for water management within the specificities of metropolitan water governance in Paraná and Curitiba, and how institutions and their relationship with the environment can have consequences on the availability of high quality water in the MRC.
