Abstract

The objectives of this paper are: i) to discuss the efficiency of the review process of Municipal Master Plans, analyzing the performance of the planning procedure; to identify critical factors in its efficiency; to ponder over the extent to which the changed legal framework, in 2014/2015, responds to those critical factors. The Municipal Master Plans of Lisbon Metropolitan Area are taken as case study, explored from three different approaches: temporal quantification of planning procedures through data provided by the Regional Coordination and Development Commission of Lisbon and Tagus Valley; analysis of accumulated knowledge from relevant technical stakeholders, collected through semi-structured interviews; confrontation between the critical factors identified and the current legal response. The paper concludes with warnings concerning the major vulnerabilities identified in the process and proposals towards a better planning process regulation.
