The article aims to raise, systematize and analyse legislative bills on alcohol, tobacco and other drugs in the Brazilian Legislative National Congress from January 2011 to June 2014 (54th Legislature). This exploratory and descriptive survey, which makes use of databases of the Federal Senate, Representative Chamber and Observatory for Health in the Legislative branch, has analysed the bills (PLS, PLC and PL), Constitution Amendment Proposal (PEC), Complementary Law Draft (PLP) and Executive Orders in the field of interest related to drugs. It was observed that about 170 proposals were related to narcotics in a universe of 1,208 proposals in the health field. The propositions related to alcohol and drugs led the subjects during the 54th legislature. Both categories were the main subject, which represented 38.6% of the projects, followed by tobacco (12.29%), crack (2,35%) and marijuana (1.1%). The liberal legislators were the responsible for 64% of the proposals, and the majority of these represent the Northeast and Southeast regions, locations which present the main drug and alcohol problems. Legal drugs, especially tobacco and alcohol associated with advertisement, revealed significant progress in national legislation. This health problem, which is still substantial in Brazil, requires great interaction between powers in the pursuit of a more effective performance.
