This study addresses the issue regarding the ability of the Chilean state has to adapt to the growing social and cultural complexity, which presents our country. The central question for the Government and its representative in the regions (Intendente and regional governments) in an atmosphere of organized complexity and functional differentiation, is how to identify political contributors, rather than resign ourselves to the simple design planner unable to overcome the rigidities that implies adhere to some theoretical and policy that have already proven their potential success with little explanation. The objective of this research is to know if you put 19,175 in the Law of Government and Regional Administration is at odds with what has been done by the Regional Government. This is expected that the Act seeks to achieve the goals of 19,175 and Administrative Regional Government. The methodology used in the study is qualitative, using techniques of documentary analysis, in this case comparative analysis of secondary documentation on decentralization legislation.
