Abstract

At the beginning of Ricardo Lagos’ presidency, it was not considered important to advance in the modernization of the state carried out by the government of Eduardo Frei (1994-2000). However, the accusations of corruption in the Ministry of Public Works (headed by Lagos during Frei’s presidency) opened a window of opportunity that attracted again the attention of the public opinion and allowed the right-wind opposition to impose, for the first time, its own agenda. This produced the change from managerial reforms (emphasis on the results and payment for performance) to reforms which introduced the career civil service (meritocracy), decreasing the executive’s ability to designate directive charges in public administration and restricting the nomination of militants from Lagos’ supporting parties.
