The following essay presents some thoughts around the concepts of the Quality of Democracy, Governability and Public Management. Producing a relevant bibliographic discussion, the authors conclude that a democracy with quality is the one in which the institutional stage allow the development of political and social actors in accordance with the principles of freedom, equality and responsibility and accountability.
