The public resources scarcity and the more and more challenging quality of service requirements have led to the growing demand of the public-private partnerships (PPP). The principles underlying the PPP adoption endorse, undoubtedly, the option for this model. However, not always does their development reach the objectives defined. Sometimes it is forgotten that at its core a PPP entails a commercial relationship between public and private, where the risks, benefits and responsibilities are shared. This document aims at assessing the PPP implementation in Portugal and provides an insight into their performance in two distinct sectors.
