The Information Society as well as the ICT have been assigned a major role within the economy. These factors are intended to be a clear modernization opportunity and an element which creates value for its users. The public Administration must make use of this chance in order to modernize itself and to promote a proximity relationship in what regards to the citizens. Therefore, it needs to be capable of offering more efficient, less burocratic and better quality public services. The “e-Gov” is a recent concept. Its main benefits are the promotion of efficiency, suitability and accessibility of public services. Portugal has recently started a bet on the modernization of the Public Administration and on its relationship with the society, providing a better quality of life for its citizens an d the competitiveness of the enterprises.  Currently, “e-Gov” has been seen as a strategic process for a better relationship between citizens and enterprises with the Public Administration contributing for its modernization. The implementation of the e-Gov is therefore seen as an important measure to promote citizenship, reform of the public institutions, broad access to technology and the integration of systems and procedures aiming at digital inclusion. This is a clear bet of the Portuguese Government, which has recently been reinforced through the implementation of the Technological Plan.
