There is a need to evaluate the effects of EU Structural Funds in Portugal. The findings of such exercise are always limited, but it is possible to get a reasonable perception of some important aspects of these effects, through the analysis of relevant indicators of the Funds use, combined with the assessment of the overall performance of the national economy. This approach, for which this paper aims to contribute, from the efficiency and competitiveness viewpoint, offers the possibility of testing the behavior of the trumped “first row student” of the “European school”. The study shows very insufficient results in this field.
