The international refugee crisis is directly affecting the European Union (EU), which entered a ‘crisis' mode in the search for an answer for the management of these flows. However, the divergences between Member States put many obstacles to the construction of a comprehensive and coherent policy within the eu. Furthermore, the growing populism and xenophobia in the EU, translates into the adoption of increasingly more restrictive measures by the Member States. Through the analysis of the Union's and its members' response to the crisis, we concluded that the European answer is the result of minimum agreements between its Member States.
