The world has changed significantly during the last 20 years. While Europe is growing old and has been recognizing the limits of its social model in the global world, new actors have appeared in the international scene. Portugal is in a region that globally has lost importance and that also felt specific constraints resulting both from its characteristics, and from its vulnerability to the changes in the relative prices a consequence of the pressures motivated by the increased search of raw materials and fuel.
