Abstract

MUNIZ, José Norberto; NHANCALE, Inácio T.; SOUB, João Carlos Reis  and  SALA, Otávia Travençolo Muniz. Plans and programs and rural extension services in Mozambique: Solution to the existing gap between the guidelines and the provision of public services. Cadernos de Estudos Africanos [online]. 2018, n.35, pp.171-191. ISSN 1645-3794.  https://doi.org/10.4000/cea.2853.

The article analyzes the institutional and methodological reorganization of agricultural extension introduced by the National Agricultural Extension Directorate in the Ministry of Agriculture and Food Security. This analysis identifies the gap between proposals and implementations, consequence of the assumptions taken on the institutional and technical capacities in the apprehension and implementation of those proposals. Thus, it is proposed forms of intervention and training content aimed at overcoming the gap, establishing the reorganization of the extension under the principles of a national extension system. For this, new occupational functions and organizational roles are suggested, in addition to structured interventions aimed at achieving socioeconomic changes integrated into the agricultural development programs.

Keywords : rural extension; rural extension system; plans; programs; DNEA; Mozambique.
