This paper aims to investigate the importance of rhetoric in the discourse of the Brazilian State for South-South cooperation, especially in light of the growing investments that have been made by Brazilian companies in African countries, which go on to be the biggest recipients of technical cooperation. The disinterested technical cooperation discourse is based on international solidarity and on redeeming the historical debt to the Africans, given their importance in Brazil's ethnic makeup. This is consistent with the constitutional principles of the Brazilian government's International Relations, which provide support for a new paradigm in building the democratic state of law, such as supreme values of social life that transcend state territorial limits, as covered in article 4 of the Brazilian Federal Constitution of 1988. The issue that is posed is the role of rhetoric in this disinterested discourse in Brazil, in order to make it possible to uncover other, unrecognized interests.
