Universidade Federal Fluminense (UFF) was created in the Municipality of Niterói (State of Rio de Janeiro, Brazil). UFF has being going through a process of covering a considerable part of the hinterland of the State of Rio de Janeiro in recent years, which is a result from a policy towards decentralizing higher education. This paper describes that process, as well as the various activities conducted by UFF in different municipalities of the State. A multicriteria evaluation of the impact of UFF on each of these municipalities is performed. The evaluation relies on combining the MACBETH and the UTA methods.
