This article discusses both the possibility of applying a typology of national cultural policies to Portuguese local councils and the conditions for doing so. It takes account, in particular, of the time cycle that has been running from 1986 to the present and considers the results of the various case studies carried out in different municipalities. The author maintains that local government cultural policies tend to develop more in accordance with the sequence of national policies - i.e. those that are defined and put into practice by national governments and, in particular, those who successively hold the culture portfolio - than according to ideological programmes, defined in local terms, that confront each other on a party basis.
