On the basis of results obtained in a survey of computer and Internet use, carried out in Portugal in 2002, we endeavour to contribute to an analysis of the social conditions relating to general and mass access to ICT (Information and Communication Technologies). As a result of the analysis, it is possible to identify a huge segment of potential users in the Portuguese population, whose main inhibiting/blocking characteristics in the use of ICT are their qualification levels and the demands associated with professional performance.
