Abstract

This paper has the objective to analyze the challenges of the organizational and institutionaldesign in a globalized environment. This analysis begins from the considerations of the emergenceof new power asymmetries in the economic globalization processes and their impact on change processesof organizational, institutional from the State and public policies and the intergovernmental design.Information and knowledge are the inputs pf learning communities and for the networking formation.One characteristic of the institutional arrangements and new organizational forms is the creation of powerin individuals (Empowerment).
