The subject of the values that guide management in the public sector has not received much attention from empirical research. This article reports the results of an empirical study of candidates for top management positions in the State's Central Administration. Contrary to the narrative about the effects of the reform of Public Administration, the results show a significant difference in perceptions about organizational values associated with public and private sectors. These results allow a discussion of the scope of the dominance of the common law paradigm over the Continental Europe paradigm
