Abstract

Health actions in primary care are essential to ensure the quality of care. The objective was to identify the actions undertaken in primary care, targeted to institutionalized elderly in Brazil, from the perspective o fmunicipal managers. It is a qualitative, observational and analytical study. Semi-structured interviews with 28 managers of 11municipalities in the five geographical regions were conducted. The collected data were processed by ALCESTE software (4.9). Results demonstrate that the actions directed to the institutionalized elderly were scarce. Regarding the elderly in general the actions symbolize fragmented and distant attention advocated by the Public Health Policy for the Elderly.
