This article results from the participation on the National Meetings promoted by the Portuguese National Commission for the Protection of Children and Youth at Risk during September 2006 in Vila Real de Santo António, Guimarães and Santarém. The conceptual framework and effectiveness criteria for coalitions serve as the initial argument of their role played on the social and community change. It is also referred the confluence among ideas such as social capital, community coalitions and preventive interventions, priviling the example of the prevention of child abuse and neglect.
