At a time when all over the world there are processes of decentralisation of the competences of the Central State, resulting from the crisis of the Keynesian Welfare State (Gonzalez, 1994), and which take place also at the level of Education, the educational decentralisation in Portugal is currently taking its first steps. The role of the Portuguese regional authorities, as well as of the educational institutions, has been reinforced, and their increasing importance must be analysed. Despite the trends for legislative uniformity, practices seem to demonstrate the existence of some diversity in educational intervention at the level of regional authorities in Portugal, both in terms of legally ascribed competences and of measures which result from their own initiative (Louro, 1999). This article presents a study undertaken between October 2000 and March 2002, focusing on the issue of educational decentralisation. It is a case study of educational intervention in a municipal district in the area of Lisbon. The aim of the study was to analyse guidelines of action, in order to characterise the specific performance of the municipal council in the configuration of local educational policy. Due to the aims of the study and the chosen methodology, we consider that this is a descriptive study.
