In the presente article, the authors present the opinion of the voters of the County of Cascais about the Municipal Power and the President of the Municipality of Cascais. A semantic analysis of the two issues is conducted, and the so called Hipotesis of the Municipal Presidentialism is tested. The researchers tried to determine if there is a personification of power, that is, if the representation of the municipal power is determined by the impressions of the voters about the municipal president.
