Segurança marítima e os estudos de segurança: Revisão da literatura

O conceito de segurança marítima é frequentemente descrito como sendo abrangente e difuso. Em alguns casos, a sua conceptualização é em função do contexto ou dos atores em questão. Esta revisão da literatura tem como objetivo correlacionar os conceitos de segurança, enquadrados pelos debates das relações internacionais, com os conceitos de segurança marítima. Esta análise será desenvolvida através de uma avaliação profunda e crítica de trabalhos de investigação anteriores, no âmbito dos estudos de segurança, a fim de procurar consistências ou visões contrárias. Os resultados revelaram que existe uma correlação das «tendências» das teorias das relações internacionais e os conceitos de segurança marítima aceites.

The concept of maritime security is not defined and has been characterized as embracing and diffuse. In some cases, the understanding of this concept was described as actor and context specific. This literature review aims to correlate the security concepts framed by the international relations debates and the evolution of the concept of maritime security. Throughout a critical and in depth evaluation of previous research, security studies theories will be discussed and studied to find consistent and contrasting views. The findings revealed that there is a correlation of the trends in international relations theorys and the accepted maritime security concepts.

Segurança marítima: Da sensibilização à segurança. Ligando os pontos!

Este artigo começa por destacar a importância do domínio marítimo e das muitas e complexas ameaças que enfrenta, explicando a necessidade da consciencialização para a segurança marítima. A segurança marítima envolve várias agências e organizações e a questão principal é saber como interligá-las; não é uma questão nacional, pelo que a cooperação internacional é fundamental. O artigo apresenta o processo de desenvolvimento da Estratégia de Segurança Marítima da União Europeia e do tão necessário plano de ação. A última secção do artigo demonstra como a segurança marítima pode e deve ser fundada nos princípios básicos das operações marítimas, incluindo os fatores cruciais para o sucesso e (conclui) que todas as partes interessadas precisam de estar conectadas.

The present article begins by drawing attention to the importance of the maritime domain to mankind and the many and complex threats it faces, and to the need for an awareness of maritime security. Maritime security involves multiple agencies and organizations; the chief question is how to connect them. Moreover, we must be fully aware that maritime security is not a national issue, therefore international cooperation is essential. The author describes how the European Union Maritime Security Strategy was designed and its much needed action plan. The last part of the article provides an insight on how maritime security can and should be based on the fundamentals of maritime operations, including their critical success factors concluding that all stakeholders must be connected.

Economia azul e segurança marítima: O caso de Portugal

Partindo do reconhecimento da relevância da segurança marítima para o desenvolvimento da economia no quadro estruturante da economia globalizada, este trabalho teve como objetivo avaliar o alinhamento da estratégia de segurança e defesa, na União Europeia, e em particular no caso português, com os objetivos expressos para o desenvolvimento da economia marítima, em Portugal e na União. Da avaliação efetuada parece evidenciar-se que, na União Europeia, e particularmente em Portugal, é reconhecida a importância do setor «segurança e defesa» para o cumprimento dos objetivos da Política Marítima Integrada e da Estratégia para o Atlântico, pelo que a Estratégia Global para a Política Externa e de Segurança da União Europeia (EUGS) aparece como um contributo relevante para aqueles objetivos. A centralidade conferida pela EUGS ao Atlântico reforça particularmente as premissas de segurança no desenvolvimento da economia marítima dos países atlânticos, onde Portugal se procura afirmar como produtor de segurança e em simultâneo seu grande beneficiário.

Based on the recognition of the relevance of maritime safety for the development of the economy within the structuring framework of the globalized economy, this study aimed to evaluate the alignment of the security and defence strategy in the European Union and in Portugal, with the stated objectives in the Union and Portugal. The study shows that in the European Union, and particularly in Portugal, the importance of the security and defence sector is recognized for the achievement of the objectives of the Integrated Maritime Policy and of the Atlantic Strategy, and therefore the Global Strategy for the European Unions Foreign and Security Policy (EUGS) appears as a relevant contribution to those objectives. The centrality granted by the EUGS to the Atlantic particularly reinforces the security assumptions in the development of the maritime economy of the Atlantic countries, where Portugal seeks to affirm itself as a producer of safety and at the same time its great beneficiary.

Estratégias marítimas comunitárias: A conceptualização da UE para o domínio marítimo

Através de uma análise de conteúdo indutiva de estratégias marítimas da União Europeia (macro e regionais) este artigo pretende identificar os principais elementos da conceptualização estratégica da União para o domínio marítimo entre 2004 e 2016, bem como perceber em que medida estes contribuem para a afirmação da União enquanto ator marítimo global. Os resultados obtidos identificam quatro temas estratégicos fulcrais: consolidação interna, segurança marítima, economia azul, e ação normativa. Estes são interligados por quatro elementos de ligação: cooperação e coordenação; conhecimento; inovação e tecnologia; e ambiente. Conclui-se que as estratégias definidas contribuem positivamente para a afirmação comunitária ao auferirem à União uma identidade coerente e uma forma de ação consistente e identificável a nível interno e externo.

Through inductive content analysis of selected European Union (EU) maritime related strategies (macro and regional) this article intends at identifying the core elements underlying EUs strategic thought towards the oceans between 2004 and 2016, and to what extent these contribute to the assertion of the EU as a global player. Our findings identify four main strategic elements: internal consolidation; maritime security; blue economy; and normative action. These are intertwined and bonded through cooperation and coordination; level of knowledge; innovation and technology; and environmental concerns. We conclude the strategies assist the EU in its path to global leadership, for they provide an identity and identifiable way of action which is consistent throughout the strategies.

Desafios de segurança no golfo da Guiné

As questões de segurança no golfo da Guiné têm vindo a ganhar acuidade em função do aumento significativo de incidentes de pirataria, bunkering, narcotráfico, tráfico de pessoas, imigração e pesca ilegal. Portugal foi o primeiro não membro a assumir a presidência do Grupo de Amigos que, no âmbito do G7, segue as temáticas relativas à segurança marítima no golfo da Guiné (G7++FoGG). Durante a sua presidência em 2016 foi tentada a abordagem integral de segurança marítima (nas vertentes safety and security), a operacionalização dos centros regionais e inter-regionais de coordenação integrados na Arquitetura de Iaundé; a troca de informação entre instituições e mecanismos existentes; o estabelecimento de comités nacionais de segurança marítima e a otimização das valências de estruturas multilaterais sediadas em Lisboa (como a emsa Agência Europeia de Segurança Marítima e o MAOC-N Centro de Análise e Operações Marítimas Narcóticos).

Security issues in the Gulf of Guinea have been gaining accuracy due to the significant increase of incidents of piracy, bunkering, drug trafficking, human trafficking, immigration and illegal fishing. Portugal was the first non-member to assume the Presidency of the Group of Friends within the G7 that follows the maritime security themes in the Gulf of Guinea Maritime (G7++FoGG). During its Presidency in 2016 several aspects were attempted: the integral approach to maritime safety (in safety and security), the operationalization of the regional and interregional coordination centers integrated in the architecture of Yaoundé; the exchange of information between institutions and existing mechanisms; the establishment of National Committees of Maritime Security and the optimization of capabilities of multilateral structures based in Lisbon (as the European Maritime Safety Agency (EMSA) and the MAOC-N Maritime Analysis and Operation Centre Narcotics).

A segurança marítima e a vontade para agir em conjunto

As visões dissimilares sobre o mar e a diferente forma como os estados valorizam as ameaças e riscos que afetam a segurança marítima traduzem-se em diferentes noções de exposição ao perigo, que, escoradas num conceito de poder e de propriedade sobre os espaços e os meios, se reflete de forma negativa na motivação para agir em conjunto. Dependendo tais empenhamentos da vontade individual e de contributos voluntários, não é possível saber em antecipação se será, ou não, possível reunir todas as condições necessárias ao desencadear de uma determinada operação, o que releva a necessidade de se ponderar sobre modelos de gestão capazes de agregar vontades, sem as condicionantes próprias daquelas dissemelhanças.

Different views and dissimilar perceptions about maritime security and its fundamentals impact directly on individual States will to engage in multinational operations. These are then dependent on voluntary contributions which makes it difficult to assess whether the needed resources will be available to cope with the stated requirements, and sets a demand for managing solutions that are capable to trigger the motivation needed for a joint action, taking inhibiting variables away from the equation.

A estratégia de segurança marítima da Espanha: Uma revisão em perspetiva peninsular

A Espanha encontra-se em processo de renovação dos seus documentos estratégicos, para os adequar às definições adotadas pela União Europeia. Neste contexto, a Estratégia de Segurança Marítima Nacional necessita de ser reformulada, para corrigir lacunas e melhorar a operacionalidade dos órgãos encarregados da sua manutenção. A cooperação hispano-portuguesa representa uma oportunidade para pôr em prática estes desenvolvimentos e superar as dificuldades operacionais da sua execução.

Spain is in the process of renewal of its strategic documents, to adapt it to the definitions adopted by the European Union. In this context, the National Maritime Security Strategy needs to be restructured, to correct flaws and improve the operationalization of bodies responsible for its maintenance. The Hispanic-Portuguese cooperation represents an opportunity to put into practice these developments and overcome the operational difficulties of its execution.
