Previsivelmente incoerente: Uma análise preliminar da política externa de Donald Trump

A eleição de Donald Trump tomou o mundo de surpresa. Trump venceu as eleições presidenciais americanas apresentando um programa de política externa com um forte sentimento de afiliação nacional. Muitos estados aliados e comentadores estão preocupados com o facto de que Trump possa encetar uma inversão temporária do internacionalismo tradicional americano ou mesmo hipotecar a ordem liberal global. Os primeiros meses da presidência Trump evidenciam uma política externa marcada pela incoerência. O artigo argumenta que a incoerência política resulta do estilo de liderança de Trump. Mais concretamente, o artigo apresenta um perfil do estilo de liderança de Trump assente numa análise da sua aspiração por poder, sentido de eficácia e competência, complexidade cognitiva, inteligência emocional e experiência e engenho político.

The election of Donald Trump took the world by surprise. Trump won the us presidential election by presenting a foreign policy program emphasizing a strong sense of national affiliation. Many allied countries and political commentators are worried that Trump might embark on a temporary reversal of traditional American internationalism or even endanger the liberal global order. The initial months of Trump's presidency reveal a foreign policy marked by incoherence. The article argues that the policy incoherence results from Trump's leadership style. More precisely, the article presents a profile of Trump's leadership style based on an analysis of his aspiration for power, sense of efficacy and competence, cognitive complexity, emotional intelligence, and political experience and skill.

Política externa russa no «interméstico»: Uma abordagem construtivista

Partindo de uma abordagem construtivista à política externa russa, este artigo analisa as linhas fundamentais das políticas russas no «interméstico», ou seja, na interseção entre o internacional e o doméstico, e numa lógica de combinação de elementos materiais e ideacionais. O texto olha a evolução da política externa russa procurando perceber que linhas micro de atuação têm sido preferidas pelas autoridades no exercício da sua política externa e que contribuem para o macro-objetivo sempre presente no discurso doméstico e externo de reconhecimento da Rússia como grande potência. Começa por traçar os elementos centrais caracterizadores da política externa russa, identifica novas tendências no discurso e nas ações, e analisa de que modo estas contribuem (ou não) para o objetivo macro.

Starting from a constructivist approach to Russian foreign policy this article analyses the main lines of Russian politics at the ‘intermestic', i.e. at the intersection of the international and the domestic, and in a combination of material and ideational elements. The article looks at the evolution of Russian foreign policy seeking to understand the micro lines of actuation preferred by the authorities in the exercise of foreign policy and that contribute to the macro objetive always present in the domestic and foreign discourse of Russia's recognition as a great power. The text maps the central characterizing elements of Russian foreign policy, identifies new trends in discourse and action, and analyses in which way these contribute (or not) to the macro objetive.

O Brasil de Lula: A permanente procura de um lugar no sistema internacional

Concentrando-se no período da chegada ao poder, em 2003, do Presidente Lula da Silva, a pergunta subjacente a este trabalho visa discutir a influência de fatores provenientes dos níveis sistémico, estatal e individual, como explicativos da formulação dos objetivos de política externa, em concreto o objetivo de projeção internacional do Brasil. O argumento desenvolvido tem na base a ideia de que só fazendo uma análise multinível é possível compreender a formulação da política externa do Brasil num momento marcado por alterações sistémicas e internas assim como nas lideranças governamentais, concorrendo todos estes elementos para a recuperação da ambição de «Brasil potência».

This paper discusses the influence of the factors from systemic, domestic and individual levels on Brazilian foreign policy making, in particular the goal of Brazil's international projection during the two terms of President Lula da Silva (2003-2010). The argument developed emphasizes the importance of carrying out a multilevel analysis in order to understand Brazilian foreign policy making, in a moment characterized by changes in the international and domestic systems as well as in the government leaders. All of these elements were crucial to the recovery of the «Brazil power» ambition.

O poder e as ideias na política externa da Indonésia democrática: Ser ou não ser um ator global?

Este artigo faz uma análise interligada dos fatores de poder e dos fatores ideacionais que constituem as principais coordenadas da política externa da Indonésia democrática. Ao contrário das análises racionalistas tradicionais, propõe uma abordagem sociocultural com o objetivo de introduzir uma compreensão sofisticada sobre as ideias e as práticas do comportamento internacional do Estado indonésio. Desenvolve uma análise dos ciclos políticos internos da Indonésia democrática e sintetiza as principais características da sua política externa. Finalmente, discute os motivos e razões para a Indonésia ser, não ser, ou vir a ser, um importante ator internacional.

This article makes an interlinked analysis of the material and ideational factors that constitute the main coordinates of democratic Indonesia's foreign policy. Unlike traditional rationalist analyzes, it proposes a sociocultural approach with the aim of making a sophisticated understanding of the ideas and practices of the international behaviour of the Indonesian State. It develops an analysis of the internal political cycles of democratic Indonesia and synthesizes the main features of its foreign policy. Finally, discusses the reasons and motives for Indonesia to be, not to be, or coming to be, an important international actor.

Um regime híbrido com limitações externas: A Hungria na União Europeia

Este artigo debruça-se sobre as características únicas e exemplares do regime híbrido húngaro, a nova incarnação do sistema político húngaro que surgiu durante o processo de retrocesso democrático dos últimos anos. O artigo defende que a adesão da Hungria à União Europeia (UE), as competências das instituições da UE e o âmbito da legislação europeia têm desempenhado um papel crucial no desenvolvimento das características únicas do sistema. Baseado neste argumento, o artigo qualifica a Hungria como um «regime híbrido com limitações externas». No entanto, a UE não funciona apenas como uma limitação ao sistema do regime húngaro, mas cumpre também funções de suporte e de legitimação do sistema. Em última instância, as variações nestas diferentes funções são determinadas pela dinâmica interna da integração europeia e influenciam as considerações estratégicas das elites húngaras sobre a presença futura do país na UE.

The paper focuses on the unique, role model characteristics of the Hungarian hybrid regime, the Hungarian political system's new incarnation forged in the past years' democratic backsliding process. The paper argues that Hungary's European Union (EU) membership, the competencies of EU institutions and the scope of EU law, has played a crucial role in the development of the system's unique characteristics. Based on this argument, the paper qualifies Hungary as an “externally constrained hybrid regime”. However, the EU does not only fulfil system constraining functions regarding the Hungarian regime, but performs system support and system legitimation functions as well. At the end of the day the changing scope of these functions determined by the European integration's internal dynamics influences first and foremost the Hungarian power elite's strategic considerations about the country's future EU membership.

A Parceria Transatlântica de Comércio e Investimento (TTIP): Entre o comércio livre e a geopolítica

O objectivo fundamental deste artigo é passar em revista as negociações da Parceria Transatlântica de Comércio e Investimento (TTIP), olhando para os argumentos a seu favor e para as críticas dos seus detractores. Para o efeito, faz-se uma breve contextualização das negociações no âmbito das relações atlânticas e é dada uma panorâmica geral das matérias em negociação. Depois, olha-se com algum detalhe para aspectos específicos da TTIP pela sua potencial relevância. É o caso da cooperação transatlântica em matéria de regulamentação e do recurso à arbitragem para os investidores internacionais. Aí será também feita uma reflexão sobre o seu previsível impacto na economia europeia e norte-americana. Por último, é ainda efectuado um escrutínio sintético à solidez da argumentação geopolítica a favor da TTIP e são feitas considerações sobre os obstáculos ao processo negocial e à conclusão de um acordo deste tipo.

The main objective of this article is to review the subjects negotiated under the Transatlantic Trade and Investment Partnership (TTIP) looking both at the arguments that favour the agreement, and to the criticism made by its detractors. To this end, there will be a brief contextualization within the framework of the Atlantic relations of the last decades, and an overview of the subjects under negotiation. Then, a view with some detail, to specific aspects of TTIP, for its potential relevance. This is the case of transatlantic cooperation on regulation and recourse to arbitration for international investors. There will be also some reflections on the expected impact on European and us economy. Finally, there will be a brief scrutiny of the strength of geopolitical arguments that favour TTIP, and the obstacles to the future negotiations and the conclusion of the agreement.
